Retired U.S. Coast Guard Commander | Maritime Governance & Homeland Security Leader
Patrick Barelli is a retired U.S. Coast Guard Commander with 27 years of distinguished active-duty service. He culminated his career in September 2019 as the Deputy Chief of Law Enforcement for the Seventeenth Coast Guard District in Juneau, Alaska, where he played a pivotal role in advancing national and international maritime governance, homeland security, and law enforcement initiatives.
In this leadership role, Patrick provided operational oversight and law enforcement mission support for all surface and air operations across the North Pacific Ocean, Alaska, and the Arctic. He managed operations spanning 3.8 million square nautical miles of sea and over 33,000 miles of coastline, safeguarding Alaska’s $6 billion commercial fishing industry and protecting critical maritime resources.
Prior to his assignment in Alaska, Patrick served as a Crisis Response and Emergency Manager in the U.S. Northern Command Domestic Operations Division in Colorado Springs, Colorado. In this capacity, he coordinated crisis response operations and facilitated emergency preparedness training for local, state, and federal partners, gaining a deep understanding of the integration of homeland defense, homeland security, and defense support of civil authorities in protecting the American public.
Patrick holds two master’s degrees: a Master of Marine Affairs from the University of Rhode Island and a Master of Military Arts and Science with a focus on Homeland Security Studies from the U.S. Army Command and General Staff College in Fort Leavenworth, Kansas.
